OpenAI commits $1 billion to cybersecurity for critical infrastructure
OpenAI has announced a $1 billion initiative called “Daybreak for Frontline Defenders” to provide subsidized access to its cybersecurity AI models, training, and technical support. The program is designed to assist organizations managing critical infrastructure that often operate with limited budgets and specialized expertise.
Initial targets for the program include United States-based water and wastewater utilities, electric grid operators, state and local governments, community and regional banks, nonprofits, and open-source projects. The commitment is expected to be utilized over the next six months, with plans to expand the offer to partner countries within weeks.
The Daybreak service operates in two tiers: “Daybreak Blue” for standard defensive tasks and “Daybreak Red,” which provides specialized models for more technically demanding and sensitive cybersecurity work. The technology is intended to help defenders review legacy code, analyze suspicious activity, identify vulnerabilities, and test fixes.
As part of the rollout, OpenAI is launching a pilot program with the Multi-State Information Sharing and Analysis Center (MS-ISAC) to train cyber defense teams. This move comes amid growing concerns regarding the rise of sophisticated, AI-enabled cyberattacks targeting essential public services.
