OpenAI launches $1B Daybreak initiative to secure critical infrastructure

OpenAI has launched the ‘Daybreak for Frontline Defenders’ initiative, a program providing $1 billion in product credits to secure under-resourced critical infrastructure sectors. The initiative introduces specialized ‘Daybreak’ cyber models, which are large language models fine-tuned for threat detection, log analysis, and incident response orchestration.

The program specifically targets high-impact, low-budget sectors including water and wastewater utilities, electric grids, community banks, local governments, and health systems. By integrating via API into OT/IT environments, these models aim to facilitate real-time telemetry ingestion and automated vulnerability scanning to reduce detection and response times for municipal-level defenders.

To expand its reach, OpenAI is piloting a partnership with the Multi-State Information Sharing and Analysis Center (MS-ISAC) to support state, local, tribal, and territorial cyber defenders. This partnership provides a distribution channel to reach public hospitals and other essential service providers that often operate with limited cybersecurity budgets and staffing.
