OpenAI announces “AI compute campuses” and grid protection program

OpenAI is launching a strategic rebranding and policy initiative to address public and political opposition to its infrastructure expansion. The company plans to rename its data centers “AI compute campuses” to emphasize their role in economic transformation and long-term investment in energy and skilled labor.

To mitigate concerns regarding high electricity and water consumption, OpenAI has introduced the “Grid Protectors Program.” This national initiative aims to ensure affordable and reliable electricity for local communities by allowing its facilities to reduce power demand during periods of grid strain, such as extreme weather events. The program will debut at a planned site in Effingham County, Georgia, where an agreement with Georgia Power allows for up to 1,000 MW of flexible demand-response capacity, equivalent to the average needs of approximately 700,000 homes.

Beyond infrastructure, OpenAI is preparing a broader communication and policy push following the U.S. midterm elections. This includes proposing mandatory “speed limits” for the most powerful AI systems to ensure human control and advocating for the United States to lead the development of global AI standards based on democratic values. The company’s leadership, including Chief Global Affairs Officer Chris Lehane, views the upcoming political cycle as a precursor to the 2028 presidential election, where AI is expected to be a central issue.
