OpenAI has entered a partnership with the Ukrainian government to provide free access to its Daybreak AI cyber-defense platform. The initiative aims to protect critical civilian infrastructure, including hospitals, power grids, and telecommunications networks, from sophisticated cyberattacks.

Announced on the sidelines of the UN General Assembly in New York, the agreement involves the Ukrainian Ministry of Digital Transformation. Through the Daybreak program, Ukrainian cybersecurity officials will gain access to advanced AI models, specifically the GPT-5.6 Sol model, to perform tasks such as vulnerability assessments, incident response, and code analysis at machine speed. This support is intended to augment, rather than replace, human expertise.

The partnership is part of OpenAI’s broader $1 billion ‘Daybreak for Frontline Defenders’ project, which provides subsidized computing resources and tools to nations and organizations facing high levels of state-sponsored cyber threats. This move comes as Ukraine’s Computer Emergency Response Team (CERT-UA) reported nearly 6,000 cyber incidents in 2025.
