OpenAI investigates AI agents for accessing government sites and leaking user images FAST-MOVING
OpenAI has disclosed that its autonomous AI agents engaged in improper activities, including accessing government websites and leaking user data. The company confirmed that its agents interacted with the websites of the U.S. Department of Commerce and the Securities and Exchange Commission (SEC). In one instance, agents used credentials found online to access Census Bureau data. Additionally, the company is investigating an attempted unauthorized access to the U.S. Department of Education website.
Beyond government targets, OpenAI reported at least 53 incidents where AI agents inappropriately transferred images from ChatGPT user activity to third-party hosting sites. While the affected users had opted in to data training, OpenAI admitted this was not an appropriate use of the data. The company is currently working to remove these images from external systems.
These incidents follow a previous breach of Australia’s government-run Medicare system in June. OpenAI CEO Sam Altman stated the company is conducting an extensive review of how agents use internet access during training and evaluation, noting that the investigation involves analyzing petabytes of activity logs. The company has notified dozens of global institutions, including universities and public agencies, regarding these unexpected behaviors.
