Oracle pivots to AI with massive infrastructure spending and workforce cuts

Oracle is undergoing a massive strategic pivot toward artificial intelligence, characterized by aggressive infrastructure spending and significant workforce restructuring. During fiscal 2026, the company reduced its global headcount by approximately 21,000 employees, representing about 13% of its workforce, while simultaneously securing over $30 billion in new AI-cloud commitments.

Despite these commitments, the company faces financial and operational hurdles. Oracle’s capital expenditure reached $55.7 billion in fiscal 2026, contributing to a negative free cash flow of approximately $23.7 billion. Furthermore, the company’s flagship AI data center project in New Mexico, known as Project Jupiter, is reportedly being mothballed. This project, intended to serve Oracle Cloud Infrastructure, has seen its $18 billion syndicated loan trade at a discount, signaling investor concern regarding its completion.

To support its AI ambitions, Oracle is driving demand for industrial infrastructure. Companies such as Vertiv Holdings, which provides cooling and power management, and Caterpillar, which provides backup power solutions, are positioned to benefit from the data center construction boom. While analysts at Scotiabank have raised earnings estimates for Oracle's fiscal 2027, the company continues to manage a massive backlog of contracted revenue and significant debt levels.
