Oracle license audits trigger high costs via management packs

Oracle license audits frequently identify database options and management packs as the largest cost drivers for companies. Because these options are licensed based on the same metrics as the database itself—such as total processors or Named User Plus—unintended usage can trigger significant financial liabilities across an entire installation.

Common pitfalls include default settings in the Enterprise Edition. For instance, the Diagnostics Pack and Tuning Pack are enabled by default, meaning a single report or performance page access can trigger a licensing requirement. Similarly, using specific levels of RMAN compression (LOW, MEDIUM, or HIGH) or certain Data Pump export and Data Guard redo compression settings can activate additional licensing needs.

Other triggers include partitioning, where even objects created by third-party applications can lead to audit findings. While Oracle's measurement scripts utilize feature usage statistics, these logs provide timestamps but do not necessarily prove active operational use, as they cannot distinguish between a one-time administrative action and continuous business use.
