Orcoyen audit reveals million-euro deficit and lost debts

An audit by the Comptos Chamber has revealed significant financial mismanagement in the municipality of Orcoyen and its urban development company, Iturgain S.A., covering the 2022-2024 period.

Key findings include the expiration of a €680,000 urban planning commitment from 2011. The audit notes that previous government actions failed to demand payment or respond to proposals from the construction company in time, leading to the loss of the right to collect the debt.

Additionally, Iturgain S.A. accumulated €1.5 million in losses between 2018 and 2024 due to the management of the Mendikur sports center and the Ostadar nursery school. These losses were reportedly financed irregularly using urban planning remnants intended for municipal land assets or investments. The report also highlights administrative instability, including the loss of accounting data in 2019 and irregular personnel hiring.
