Orin Concrete Inc. fined $20,000 for Toronto pipeline strike

Orin Concrete Inc. has been fined $20,000 by the Ontario Court of Justice after pleading guilty to a safety violation under the Technical Standards and Safety Act, 2000. The fine includes a mandatory 25 per cent victim fine surcharge.

The penalty stems from a June 2025 incident in Toronto where company employees struck an underground gas pipeline during excavation. The strike caused a gas release, prompting a response from the Fire Department and requiring Enbridge to shut down the gas supply to stop the leak. No injuries or property damage were reported.

Investigations revealed that Orin Concrete Inc. failed to obtain a locate of underground gas pipelines for the excavation work, which is required by Ontario regulations. The Technical Standards and Safety Authority (TSSA) noted that pipeline strikes accounted for 64 per cent of all reported fuel-related incidents in Ontario during the fiscal year ending April 30, 2026, with 1,882 strikes recorded.
