Oriol Junqueras pushes 12‑year expert‑led governance for Catalonia's Education Ministry

Catalan ERC leader Oriol Junqueras has proposed that a small team of five or six recognised experts be appointed to head the Conselleria d'Educació for a fixed 12‑year period. The team would be selected by consensus among democratic parties – including PSC, Junts per Catalunya, Comuns and CUP – as well as unions, school directors and families, and would operate with a guaranteed budget to ensure stability.

Junqueras argues that the proposal would end the frequent turnover of education ministers, allow medium‑ and long‑term planning for curricula and school infrastructure, and help resolve the recurring crises that have plagued the department, such as teacher strikes and the recent controversy over PISA 2025 results. The USTEC teachers’ union has said it will review the idea but stressed the need to listen to the wider educational community before endorsing it.
