Orizaba faces corruption allegations and property legal battles

Orizaba is facing significant legal and corruption allegations involving municipal and federal authorities. One investigation concerns a suspected “real estate cartel” following the seizure of a service station on the Córdoba-Puebla highway by the Fiscalía General de la República (FGR) in August 2025. Despite the seizure of the 1,500-square-meter site due to suspected illicit fuel sales, the property was later sold by Inmobiliaria Cuerámaro, S. A. de C. V. Allegations suggest a network of complicity involving local officials, including Mayor Hugo Chahín Kuri, and various notaries.

Simultaneously, the municipality faces a legal crisis regarding the ownership of the Plaza de Toros La Concordia. A federal court ruling has ordered the re-registration of a mortgage exceeding 40 million pesos in favor of the heirs of businessman Roberto Cruz Carrera. This decision revives a debt previously thought to be settled and challenges the legitimacy of the current municipal administration's property claims, which have been described in court documents as potentially fraudulent. The ruling places the heirs in a privileged position to claim the property to settle the debt.
