Oscar Liberman challenges Bahía Blanca urban code

Oscar Liberman, a provincial deputy for La Libertad Avanza, has introduced an initiative in the Buenos Aires Legislature to challenge the new Urban and Territorial Ordering Code (COUT) in Bahía Blanca.

Liberman criticized the mechanism allowing the municipality to capture up to one-third of the value increase in private properties resulting from public works, such as paving. He argued this constitutes excessive state intervention in private property. Additionally, he raised concerns regarding the system of urban authorizations, suggesting it could lead to discretionary treatment, and expressed reservations about incorporating concepts like “gender” and “resilience” into territorial planning.
