Osijek Leads Croatian Municipal Finances with Highest Per‑Capita Revenue in 2025

A 2025 financial report covering 42 local government units in Croatia (seven cities and 35 municipalities) shows total revenues of €306.78 million, a 19 % increase over the previous year. Twenty‑four units posted a surplus, together amounting to €25.72 million, while the remaining 18 recorded deficits totaling €12.01 million.

The city of Osijek accounted for 36.88 % of all municipal revenue, the largest share among the surveyed units. Its per‑capita budget income reached €1,074, well above the county average of €913.56 and the only municipality to exceed the regional per‑capita benchmark. Overall, 38 units increased their budgetary income compared with 2024, and the share of expenditures fell to 66.15 % of revenue.

The report highlights the fiscal capacity of Croatian local governments, noting that municipal revenues now represent 64.75 % of total local income, with the remainder coming from the 35.25 % share of municipal sources.
