Oslo mobility plan faces criticism from energy and business groups
Business and energy organizations are criticizing Oslo Municipality’s proposed green mobility plan for 2040. Energigass Norge argues that the city’s plan to rank electricity and hydrogen as superior to biogas lacks a professional basis, as it fails to account for the full lifecycle emissions of different energy carriers.
Similarly, the Oslo Chamber of Commerce (OHF) and Bydriv have expressed concerns regarding the plan’s focus on specific transport modes rather than measurable outcomes. They argue that policy should prioritize emission reductions, reduced congestion, and accessibility rather than rigid targets, such as the proposal that 85 percent of all trips be made via walking, cycling, or public transport.
Industry representatives are calling for a technology-neutral approach and a distinction between central and outer city districts to account for varying geographic needs. OHF has also suggested replacing the current toll system with time- and location-based road pricing to better manage traffic flow.
