Over 161,000 Workers in Kosovo Earn Below Minimum Wage of €500

Kosovo’s Tax Administration reported that 161,892 employees have declared gross salaries under €500 per month, with more than 50,000 earning €425. The rise of the statutory minimum wage to €425 in January and €500 in July has not translated into higher pay for many, especially technical staff in public education institutions.

Union leader Jusuf Azemi said, “We have workers paid €237, €292 … no salary below €800 covers basic family needs.” He highlighted that essential expenses can total €680 per month, far exceeding low wages. The tax authority confirmed cases where employers failed to declare real wages or breach the legal minimum, stating it will impose corrections, additional tax liabilities, fines and other legal measures. Business representatives acknowledge the wage hike’s pressure on small firms, while larger businesses claim compliance. The Institute GAP identified food‑beverage, retail, construction and personal services as the most affected sectors.
