Packs de México trafficking network spreads to Veracruz, Tabasco and Chiapas amid prosecutor inaction

The online exploitation portal “Packs de México” has been linked to 3,539 women victims in six Mexican states. Yucatán records the highest number, with 1,823 women listed daily, while Campeche and Quintana Roo report 744 and 717 victims respectively. Prosecutors in Campeche and Quintana Roo have failed to open or advance criminal cases, leaving the network unchecked.

The lack of investigative action has allowed the network to extend beyond the Yucatán Peninsula into Veracruz, Tabasco and Chiapas. State authorities, including Quintana Roo Governor Mara Lezama and Campeche Governor Layda Sansores, have been criticized for opacity and for not providing data on complaints, violating transparency laws. The continued operation of the site enables the commercialized sexual exploitation of women across the region.

Efforts to document the crime show that, despite some investigations being opened in Campeche, no cases have been judicialised, and the judicial system remains largely inactive against the digital trafficking ring.
