Paid leave mandates expand across U.S. states
As more U.S. states implement paid leave mandates, the impact is being felt differently across the public and private sectors. In North Carolina, the Public Workforce Modernization Act took effect on October 1, providing state employees—including public school teachers—with 12 weeks of paid parental leave for birth, adoption, or fostering. This overhaul, which affects over 70,000 employees, aims to improve recruitment and retention within public service.
In the private sector, however, some small business owners report increased operational challenges. In Minnesota, where a law provides up to 12 weeks of state-paid leave, manufacturers have noted higher overhead costs. Some business owners have resorted to hiring additional staff to ensure continuous coverage during employee absences and have expressed concerns regarding regional competitiveness against neighboring states without such mandates.
