Pakistan advances satellite internet regulations and connectivity shifts

Pakistan is advancing its digital connectivity strategy by preparing a new regulatory framework for satellite broadband services. The Pakistan Space Activities Regulatory Board (PSARB) has drafted the Satellite Communications Regulations, while the Pakistan Telecommunication Authority (PTA) has developed a licensing framework for Fixed Satellite Services. This move aims to attract international investment and provide connectivity to remote areas. Starlink, a SpaceX subsidiary, has already received provisional registration in March 2025 to begin planning ground infrastructure. Other international operators, including OneWeb, Shanghai Spacecom Satellite Technology, and Sateliot, have also expressed interest in the market.

In a separate development regarding existing satellite infrastructure, Pak Datacom Limited confirmed the migration of satellite connectivity for several key state institutions—including the National Bank of Pakistan and the Oil and Gas Development Company Limited—from the domestic PAKSAT network to YahClick, a service operated by UAE-based Yahsat. Pak Datacom cited technical necessity and commercial viability as reasons for the move, noting that the required capacity was unavailable on the upcoming PAKSAT-MM1 satellite. The company stated that sensitive government communications remain secure through encryption and virtual private networks.
