Pakistan OGRA reforms trigger steep RLNG and LPG price hikes
Prime Minister Muhammad Shehbaz Sharif chaired a high‑level meeting to review reforms of the Oil and Gas Regulatory Authority (OGRA) and ordered the deployment of a digital fuel‑movement monitoring system modeled on the Federal Board of Revenue’s tracking framework. The meeting highlighted existing tools such as a national monitoring dashboard, tanker track‑and‑trace, depot telemetry, a mobile route‑monitoring app and digital sales entry at pumps.
OGRA subsequently raised re‑gasified liquefied natural gas (RLNG) prices by up to 34.6 % for July 2026, setting rates at $25.09‑$25.84 per MMBtu for Sui Northern Gas Pipelines Limited and Sui Southern Gas Company. In August, RLNG rates surged another 32 % to $25.83‑$25.09 per MMBtu, the largest increase in a decade. The hikes were driven by a sharp drop in LNG imports after Qatar halted shipments following drone strikes, forcing Pakistan to purchase all five July cargoes on the spot market.
OGRA also increased liquefied petroleum gas (LPG) prices by Rs 12.89 per kilogram, pushing the cost of a standard 11.8 kg household cylinder above Rs 3,000. By contrast, petrol and diesel prices were trimmed by Rs 0.12 per litre and Rs 0.66 per litre respectively. The government announced that the Rs 50 billion saved from the petrol‑diesel cuts will be retained to clear sector debt rather than passed on to consumers.
