Pakistan debates provincial restructuring and local government empowerment

Debate has intensified in Pakistan regarding the potential creation of new provinces and the necessity of strengthening local government systems. At a seminar in Lahore organized by the Shaheed Bhutto Foundation and the Pakistan Peoples Party, political leaders and civil society representatives argued that any administrative restructuring must follow the constitutional process and prioritize social justice over political prejudice.

Critics at the event raised concerns regarding the financial feasibility of expanding the number of provinces, questioning how budgets for essential services like schools and hospitals would be sustained. Leaders suggested that empowering existing district governments might be a more effective way to improve governance than redrawing provincial maps.

The discussion follows remarks by Federal Interior Minister Mohsin Naqvi, who suggested that new provinces may be inevitable due to the perceived collapse of the current system. Under Article 239 of the constitution, any change to provincial boundaries requires a two-thirds majority in both houses of Parliament and approval from at least two-thirds of the relevant provincial assembly, necessitating broad political consensus.
