Pakistan digitizes asset declarations for senior civil servants
The Pakistani federal government has launched a digital system to manage the income and asset declarations of senior civil servants in Grade BS-17 and above. Developed through a collaboration between the Establishment Division and the Federal Board of Revenue (FBR), the new online portal replaces manual processes for the submission, verification, and publication of financial details.
Under the new mechanism, officers must provide extensive disclosures, including personal data, sources of income for themselves and their dependents, and details regarding expenditures such as utility bills, foreign travel, and education. They are also required to declare all physical and liquid assets, including residential, commercial, and agricultural properties.
While the system mandates full disclosure to the government, Finance Secretary Imdad Ullah Bosal informed the National Assembly Standing Committee on Finance and Revenue that complete asset details will not be made public due to security concerns. Instead, selected non-sensitive portions of these declarations are scheduled for publication by December 2026 to meet transparency benchmarks set by the International Monetary Fund (IMF). The FBR will conduct risk-based verification checks, and any identified irregularities may lead to disciplinary action by the Establishment Division.
