Pakistan electricity purchase price projected at Rs27.31 per unit by 2027

Pakistan’s Central Power Purchasing Agency-Guarantee Limited (CPPA-G) projects that the power purchase price (PPP) will reach approximately Rs27.31 per kilowatt-hour (kWh) by the calendar year 2027. Under a base-case scenario, total electricity procurement costs are estimated to reach Rs3.55 trillion.

These projections are intended for the rebasing of consumer-end electricity tariffs for ex-Wapda distribution companies (XWDISCOs), scheduled to take effect on January 1, 2027. The cost estimates vary based on different scenarios: an ideal scenario could see prices as low as Rs25.883 per unit, while a second-worst-case scenario could see them rise to Rs29.255 per unit, depending on fuel costs, exchange rates, and capacity payments.

Capacity charges represent the largest portion of the projected costs, estimated at Rs1.91 trillion (Rs14.717 per unit). Fuel costs are projected at Rs1.32 trillion (Rs10.141 per unit), while transmission-related costs and Ministry of Finance charges are estimated at Rs248.30 billion (Rs1.909 per unit). The National Electric Power Regulatory Authority (Nepra) has scheduled a public hearing regarding these projections for November 3, 2026.
