Pakistan FBR sets YouTube view benchmark for creator taxation
The Federal Board of Revenue (FBR) has clarified its new taxation framework for social media creators in Pakistan. The agency established a revenue benchmark of Rs195 per 1,000 YouTube views to assist in tax assessments for monetized content.
Officials emphasized that this figure is a benchmark for estimation rather than a final determination of actual earnings. Creators whose real income is lower than the benchmark may present evidence, such as bank receipts or platform payout statements, to a tax Commissioner for a revised assessment.
The rules specify that creators can deduct up to 30% of their revenue to account for expenses. Additionally, taxable income is not limited to cash; it includes non-monetary remuneration such as gifts and free products received in exchange for content. The framework is intended to integrate the growing digital and creator economy into Pakistan’s formal tax system.
