Pakistan implements strict social media rules for civil servants

The Pakistani federal government has introduced the Civil Servants (Conduct) Rules 2026, which place the personal social media accounts of government officials under official regulatory scrutiny. Under these new regulations, civil servants may face disciplinary proceedings if they are found to be promoting anti-government narratives or activities.

The rules specifically target the use of anonymous or fake accounts to criticize or defame state institutions. Additionally, the framework prohibits officials from using personal accounts to publicize government work for individual recognition, while simultaneously banning the use of official accounts for personal branding or self-promotion.

Beyond social media, the regulations extend to television, radio, podcasts, blogs, and websites. Officials may be required to disclose details of both their official and personal social media accounts upon request. Furthermore, any officer leaving their position must hand over all administrative access and credentials of official accounts to their successor. The rules impose a strict ban on publishing information or opinions that contradict official government policy.
