Pakistan introduces digital biometric verification for federal pensioners

The Pakistani federal government has implemented a new digital biometric verification system for pensioners, replacing the previous paper-based procedures. Following directives from Prime Minister Shehbaz Sharif, the Ministry of Finance issued revised Standard Operating Procedures (SOPs) to streamline proof-of-life verification for retired federal employees and eligible family pensioners.

Under the new system, the National Database and Registration Authority (NADRA) will handle digital life signals, transmitting them directly to the Controller General of Accounts (CGA) and the Military Accountant General. This removes the responsibility of biometric verification from commercial banks, which will now function primarily as payment agents for direct deposits into bank accounts.

Pensioners can complete verification via the Pak ID mobile application, at NADRA registration centres, or through mobile units. While banks will no longer be required to collect or store biometric data, some branches may act as authorized NADRA centres to facilitate the process.

If no digital life signal is received for six consecutive months, pension payments will be temporarily suspended, though accounts will not be declared dormant solely due to lack of verification. Alternative manual processes remain available through district accounts offices or pension facilitation centres for those unable to use digital methods, including overseas pensioners.
