Pakistan IT Minister Shaza Fatima Urges Inclusive Global AI Governance

Federal Minister for Information Technology and Telecommunication Shaza Fatima Khawaja told the Global Dialogue on Artificial Intelligence Governance in Geneva that AI systems must be developed and used in full compliance with international law and the United Nations Charter, with meaningful human oversight in civilian and security domains.

She warned that safety standards are increasingly set by a limited number of countries and technology firms, which risks imposing rules on developing nations. Fatima called for transparent, inclusive multilateral processes under the UN to shape AI safety norms, stressing that language, culture and local realities must be reflected. She advocated for interoperable governance frameworks, as outlined in the Global Digital Compact, that enable cross‑border trade, research and data flows while respecting national regulatory differences. The minister also urged capacity‑building measures to help developing countries independently test and verify AI systems, reaffirming Pakistan’s commitment to a collaborative and trustworthy global AI framework.
