Pakistan reaches IMF staff-level agreement for $1.21 billion

The International Monetary Fund (IMF) has reached a staff-level agreement with Pakistan to unlock approximately $1.21 billion in new financing. The deal follows the fourth review of Pakistan’s 37-month Extended Fund Facility (EFF) and the third review of its 28-month Resilience and Sustainability Facility (RSF).

Upon approval by the IMF Executive Board, Pakistan is expected to receive roughly $1 billion under the EFF and $210 million via the RSF. This would bring total disbursements under both programs to approximately $5.7 billion. An IMF mission led by Iva Petrova conducted consultations in Karachi and Islamabad from September 23 to October 7.

The IMF noted that Pakistan has maintained macroeconomic stability despite challenges from the Middle East conflict, high energy prices, and supply disruptions. Pakistan’s real GDP grew by 4% during the first three quarters of FY26, with full-year growth estimated at 3.6%. Inflation moderated to approximately 10.3% in September. Additionally, foreign exchange reserves reached about $21.5 billion by the end of September.

Despite these indicators, the IMF warned of ongoing risks, including geopolitical tensions, volatile energy prices, and trade disruptions. The Fund urged Pakistan to phase out broad fuel subsidies, implement the FY27 budget with a primary surplus target of 2% of GDP, and continue energy sector reforms.
