Pakistani military personnel linked to terror cases since 2003
A review of documented cases indicates that at least 32 serving or former Pakistani military personnel have been convicted, prosecuted, investigated, or credibly linked to terrorist organizations or militant activities between December 2003 and October 2026.
The cases involve 23 separate incidents, including plots to assassinate former President and Army Chief Pervez Musharraf. In one December 2003 attempt, six Pakistan Air Force personnel were convicted, with five receiving death sentences. The report notes that the legal status of the 32 individuals varies; some were convicted by Pakistani military courts, others were prosecuted abroad, and some were designated by foreign governments or identified through intelligence assessments.
A recent case involves Mohammad Asif, also known as Hashim Moosa or Asif Fauji. Indian security forces reported killing him on September 30 in Jammu and Kashmir, identifying him as a senior Lashkar-e-Taiba (LeT) commander and a former Pakistan Army havildar. India’s Ministry of Home Affairs identified him as the last surviving member of a four-member LeT commander group active in the region since 2022. The documented military personnel involved in these various cases range in rank from lance naik to brigadier.
