Pakistan's FBR introduces three-day sales tax registration for low-risk businesses

The Federal Board of Revenue (FBR) has introduced a new risk-based system to expedite sales tax registration for businesses in Pakistan. Under Sales Tax General Order No. 20 of 2026, applications submitted via the IRIS online portal will undergo automated screening.

Applicants classified as low-risk will receive priority processing, with a target to grant registration within three working days, provided all documentation is complete. To facilitate the manufacturing sector, the FBR is collaborating with sectoral associations under the Federation of Pakistan Chambers of Commerce and Industry. These associations will issue electronic pre-registration certificates to verify business premises and manufacturing activities, which will help speed up the verification process.

Local registration offices are directed to conduct on-site verification for manufacturers within three working days of receiving an application. Conversely, applications flagged as high-risk will remain subject to stricter scrutiny, including both pre- and post-registration verification. The FBR noted that even low-risk registrations may be re-evaluated if subsequent irregularities are detected.
