Palermo landscape plan sparks parliamentary inquiry in Sicily

Mario Giambona, Vice President of the Democratic Party group at the Sicilian Regional Assembly (Ars), has announced a parliamentary inquiry regarding the adoption of the landscape plan for the Metropolitan City of Palermo.

Giambona criticized the regional administration for an institutional ‘short circuit,’ alleging that one branch of the government approved urban planning regulations while another branch subsequently adopted a landscape plan that substantially modifies those provisions and reduces building potential. He argued that this lack of coordination creates uncertainty for municipalities, professionals, businesses, and citizens who have already planned investments based on previously approved urban tools.

He emphasized that the issue is not the protection of the landscape itself, but the administrative coherence of the region. Giambona noted that the new prescriptions were introduced without adequate coordination with existing planning or sufficient involvement from local communities and productive sectors, potentially blocking programmed developments and harming the economic prospects of the Palermo province.
