Palhoça City Hall flagged by TCE/SC for personnel management irregularities

The Tribunal de Contas do Estado de Santa Catarina (TCE/SC) has identified several irregularities in the personnel management of the Palhoça City Hall. An audit covering administrative acts from January 1 to December 6, 2024, highlighted an excessive number of commissioned positions and a high volume of temporary contracts being used for permanent administrative functions.

The audit also flagged irregular practices regarding financial distributions and benefits. Specifically, the court noted the payment of “jetons” or “cost allowances” to municipal prosecutors using funds from legal fees (honorários sucumbenciais) without objective distribution criteria. Other issues identified include habitual overtime payments, irregular granting of health hazard premiums (adicional de insalubridade), and structural deficiencies in the Ombudsman's office.

The TCE/SC has ordered corrective measures, requiring the municipal executive to submit a bill to regulate the distribution of legal fees and establish clear parameters. The city has been given deadlines ranging from 30 to 180 days to implement the necessary adjustments.
