Palmas Public Ministry recommends annulling UPA outsourcing notice

The Public Ministry of Tocantins (MPTO) has recommended that the City of Palmas annul a public notice regarding the outsourcing of management for the city’s two Emergency Care Units (UPAs). The recommendation, issued on Monday, 28, advises the Secretary of Health to suspend the administrative process until legal deficiencies are addressed.

Key issues cited by the MPTO include the lack of economicity studies to compare direct management costs against outsourced options, and the failure to submit the proposal to the Municipal Health Council for social control. Additionally, the MPTO requested a detailed plan for staff composition, noting that a previous outsourcing effort resulted in the compulsory removal of 467 civil servants. The Ministry also emphasized the need to consider the existing public civil service exam, which has 397 unfilled immediate vacancies.
