Palo Alto defers controversial RV parking restrictions

The Palo Alto City Council has deferred a controversial pilot program aimed at managing oversized vehicle and RV parking following significant resident opposition. The original proposal included an “alternative sides” approach, which would have required RVs to park on one side of certain streets for six months before moving to the other side. Residents expressed concerns that this would increase noise, congestion, waste buildup, and safety issues in neighborhoods like Ventura.

While the council backed away from the alternating street parking plan, it did approve a separate two-pronged approach. This approved portion creates a pilot parking permit program for approximately 36 RVs at designated spots along Embarcadero Road and Coyote Hill Road. Under this program, RV dwellers would be required to participate in case management to assist their transition into permanent housing. The permit program is estimated to cost $400,000 in its first year.

City officials noted that approximately 73% of Palo Alto’s unhoused population lives in vehicles, a figure higher than the county average of 53%. Previous efforts, such as a vehicle buyback and storage program, contributed to a decline in such vehicles from 191 to 133 between January and May of this year.
