Palta proposes major Finnish road traffic tax reform
The service industry employers' association, Palta, has presented a comprehensive proposal for a road traffic tax reform in Finland. The model aims to shift the tax burden from vehicle ownership toward actual vehicle usage, particularly targeting electric vehicle users to ensure they contribute more to state revenues as the fleet electrifies.
Under Palta's calculations, the annual separate traffic taxes for an electric vehicle, such as a Skoda Enyaq, could more than double from 388 euros to 886 euros by 2031. In contrast, the tax increase for a diesel vehicle, such as a Skoda Octavia, would be significantly more moderate, rising from 798 euros to 902 euros.
The proposal includes a transition period starting in 2029, during which the basic vehicle tax for passenger and van vehicles would be sharply increased to prevent a decline in state tax revenue. Palta also suggests easing the tax burden on internal combustion engine vehicles and heavy diesel transport to maintain logistical competitiveness and mitigate rising fuel prices driven by EU emissions trading and distribution mandates.
