Mexico Senate approves property registry and cadastral law

The Mexican Senate has approved the General Law for the Strengthening and Harmonization of Cadastral and Registry Systems. The legislation aims to modernize, unify, and digitalize property registries across federal, state, and municipal levels to improve legal certainty and reduce data inconsistencies.

Key components of the law include the creation of a Unique Cadastral Key (CUC) to identify every property in the country and a Unique Cadastral and Registry Certificate (CUCR) to link property data. The Agency for Digital Transformation and Telecommunications will operate a National Cadastral Platform to facilitate information exchange and technological coordination.

Opposition members from the PAN, PRI, and Movimiento Ciudadano criticized the measure, labeling it centralist and warning of a possible 'predialazo'—an increase in property tax payments resulting from updated cadastral values. They argued the law was passed without sufficient consultation with municipalities and could impose unfunded mandates on local governments.
