Panama and Ecuador introduce legislative reforms for electricity and traffic

In Panama, President Juan Carlos Orillac has submitted Bill 10-26 to the National Assembly to reform the electrical regulatory framework. The initiative aims to protect end-consumers from frequent service interruptions and voltage fluctuations. Key provisions include stricter oversight of distribution companies, faster claim processing, and mechanisms to ensure that fines imposed on companies are credited directly to affected users. The bill also seeks to prepare for the renewal of distribution concessions in 2028.

In Ecuador, the National Assembly has approved a series of reforms to the Organic Law of Land Transport, Traffic, and Road Safety. The package includes new regulations for delivery services, electric scooters, and motorcycles, requiring delivery personnel to use approved helmets and reflective vests. Additionally, the reform allows the Civil Registry to handle the delivery of driver's licenses through inter-institutional agreements to reduce bureaucracy. The bill now moves to President Daniel Noboa for final approval or veto.
