Panama and IOM discuss relocating Quito Process Secretariat

Panamanian Acting Foreign Minister Carlos A. Hoyos and Mohammed Abdiker, Chief of Staff of the International Organization for Migration (IOM), met to discuss regional migration challenges. A key proposal discussed was the potential relocation of the Quito Process Secretariat from Costa Rica to Panama to consolidate regional operations regarding human mobility.

The meeting also addressed the significant decline in irregular migration through Panama toward the United States. Data presented indicated that Panama recorded over 500,000 migrants in 2023, decreasing to approximately 300,000 in 2024, with projections of around 3,000 for 2025. Hoyos noted that these reductions aim to balance security measures with human rights.

Additionally, Panama is seeking international assistance for Panamanian citizens returning to the country after long-term residency in the United States. Hoyos highlighted that Panama is currently excluded from certain U.S. and IOM-funded voluntary return programs, necessitating new mechanisms for support for these returnees and displaced persons.
