Panama creates special security fund for Panama Canal protection

The Panama Ministry of Public Security has established a Special Economic Fund for the Security and Protection of Specific Areas of the Panama Canal. This fund will be financed through contributions from the Panama Canal Authority (ACP) to support surveillance, protection, and security operations within the interoceanic waterway.

The National Aeronaval Service (SENAN) will be responsible for the administration, execution, and control of the funds through its National Finance Directorate, with oversight from the Ministry of Economy and Finance. The resources are intended for a wide range of tactical and strategic needs, including the repair of vessels, vehicles, and aircraft, as well as the acquisition of specialized equipment such as drones, radars, surveillance cameras, metal detectors, and maritime patrol boats.

Additionally, the fund will cover cybersecurity expenses, operational costs like fuel and uniforms, and infrastructure projects such as pier construction. All expenditures must comply with public procurement laws and undergo auditing by the Comptroller General of the Republic. Due to the canal being classified as strategic national infrastructure, certain financial records will be subject to reserve and confidentiality procedures.
