Panama advances digital registry and public-private partnership laws

The National Authority for Government Innovation (AIG) in Panama is advancing several technological and regulatory initiatives. Adolfo Fábrega, General Administrator of the AIG, announced that a technological platform for a Public Registry of Sexual Offenders has been developed and is currently in production for internal use by the Judicial Investigation Directorate (DIJ). Once the database is populated, the information will be available to the public via ‘Panamá Conecta’ and may include a certificate of non-offender status for employment purposes. This registry is expected to be available to citizens within approximately 90 days.

In a separate administrative move, the Cabinet Council approved a resolution authorizing the AIG to formalize a contract with Inversiones Tecnológicas de América, S. A. for technological services provided to the Accusatory Penal System (SPA). The contract, valued at approximately B/. 3,904,740.30, covers help desk services, database optimization, and equipment maintenance for the period of January 1 to December 31, 2025. This exceptional procedure was justified as the company is the sole authorized local representative for the TEMIX EBS platform used by the SPA.

Additionally, the Cabinet Council approved a bill to expand the public-private partnership regime. The initiative aims to strengthen the regulatory framework of Law 93 of 2019 to attract private investment, stimulate job creation, and boost economic dynamism, with technical assistance provided by the Inter-American Development Bank.
