Panama Electoral Tribunal proposes major electoral code reforms

The Electoral Tribunal (TE) of Panama has submitted a package of reforms to the National Assembly aimed at updating the Electoral Code ahead of the 2029 general elections. A central component of the proposal, identified as Bill 699, suggests the elimination of the National Commission for Electoral Reforms (CNRE). In its place, the TE proposes maintaining the Citizen Forum for Electoral Reform as a permanent consultative body to be convened during consultation processes.

The reform package also introduces stricter regulations regarding private campaign financing. To increase traceability and prevent the entry of illicit funds, such as those from money laundering or drug trafficking, the proposal requires that all private donations be accompanied by a document detailing the origin of the funds. This document must be signed and submitted electronically to the TE at the time of deposit, allowing for real-time oversight rather than relying solely on post-election audits.

Presiding Magistrate Narciso Arellano defended the measures, stating that the changes aim to strengthen electoral integrity and transparency without diminishing democratic deliberation. The Government Commission of the National Assembly has scheduled the first debate for the reform package on September 16.
