Panama faces labor rights complaints and transparency challenges

Panamanian social and labor organizations have filed formal complaints with the International Labour Organization (ILO) and United Nations rapporteurs, alleging violations of union freedom, persecution of labor leaders, and illegal surveillance under the administration of President José Raúl Mulino. The ILO is currently examining Panama as one of 23 individual cases regarding compliance with Convention 87 on freedom of association.

In a separate human rights effort, the Ombudsman's Office conducted inspections across six provinces—Bocas del Toro, Chiriquí, Veraguas, Los Santos, Herrera, and Colón—to monitor the conditions of incarcerated individuals and adolescents. The inspections focused on medical care, nutrition, hygiene, and overcrowding.

Additionally, the Panama chapter of Transparency International has challenged a resolution by the Maritime Authority of Panama (AMP) that restricts public access to information regarding concessions, licenses, and investigations. The foundation argues the resolution constitutes an abuse of power and violates transparency laws, though President Mulino has expressed rejection of the decision.
