Panama Ministry of Health presents 2027 budget proposal

The Panamanian Ministry of Health (Minsa) presented its 2027 fiscal year budget proposal to the National Assembly's Budget Commission. While Minsa initially requested B/. 4,650 million, the Ministry of Economy and Finance (MEF) has recommended a reduced amount of B/. 3,844 million, a decrease of approximately 17.3% or B/. 806 million.

From the recommended budget, Minsa is required to transfer B/. 1,606.7 million to various entities, including the National Institute of Aqueducts and Sewers (IDAAN), the Social Security Fund (CSS), the Urban and Domestic Sanitation Authority (AAUD), and CENETIM. After these transfers, Minsa will have approximately B/. 1,455.1 million for direct health responsibilities, split between B/. 1,042 million for operations and B/. 413.1 million for investment.

Health Minister Fernando Boyd noted that the budget reduction poses challenges for priority programs such as digital transformation, primary care, and water security. He emphasized the goal of making telemedicine accessible to all citizens. Additionally, Budget Director Justo Botacio clarified that approximately $3,644 million in health projects are being managed through public financing models that are not explicitly identified within the direct recommended budget.
