Panama officials negotiate revisions to Bill 226 pensioner discounts

Panamanian government officials, retiree union leaders, and private sector representatives met at the Palacio de las Garzas to negotiate revisions to Bill 226. The proposed legislation aims to provide discounts for retirees and pensioners, but has faced criticism from business owners who argue the current version imposes a heavy financial burden on micro and small enterprises.

Discussions focused on prioritizing essential services such as electricity, public transportation, telecommunications, healthcare, and medical supplies like adult diapers and wheelchairs. Participants suggested excluding tourism and hospitality sectors from the discount scheme to ensure benefits reach the most vulnerable populations.

President José Raúl Mulino expressed the goal of refining the bill into a more effective law before the legislative period ends on October 31. While retirees are seeking fair discount rates based on socioeconomic reality, business representatives have proposed targeting benefits toward those earning less than $300 per month. The Ministry of Economy and Finance has also suggested considering special support or monetary transfers for this demographic.
