Panama proposes deep institutional modernization for SICA

The Republic of Panama has called for a profound institutional modernization of the Central American Integration System (SICA). According to a statement from the Ministry of Foreign Affairs, the current functioning of the organization requires adjustments to ensure more balanced representation among member states, financial sustainability, and a proportional distribution of human resources.

Panama proposes initiating a political and institutional review process through dialogue between member states and the SICA General Secretariat. The government emphasizes that personnel allocation and responsibilities should be based on merit, capacity, transparency, and proportionality.

Furthermore, Panama expressed concern regarding SICA’s financial situation, advocating for mechanisms that guarantee the timely fulfillment of economic obligations by member states. The government noted that insufficient resources could limit the organization's ability to achieve its objectives of regional integration, stability, development, and cooperation.
