Panos Lazaratos files complaint over non-state university certification

Panos Lazaratos, a professor at the National and Kapodistrian University of Athens and lawyer, has filed a formal complaint with the Athens Misdemeanor Prosecutor's Office regarding the certification process of non-state universities (NPPEs).

The complaint targets the President of the National Authority for Higher Education (ATHAAE), the Minister of Education, and the Deputy Minister of Education. Lazaratos alleges that the evaluation and certification processes, as well as the formation of various academic and professional registries, have been conducted arbitrarily and illegally.

Specific allegations include lack of transparency in how certification committees were formed and failures to follow regulatory frameworks established by Law 4653/2020. The legal action follows a previous Council of State decision that invalidated the operating licenses and curricula of several institutions, including City University, Keele University, and Anatolia College, citing legal irregularities.
