Italian prison system faces overcrowding and staff shortages

The Italian prison system is facing a critical crisis characterized by severe overcrowding and acute staff shortages across multiple regions. In Sicily, officials report that the number of detainees exceeds capacity by hundreds, while facilities like the Cavadonna prison have experienced unrest and injuries to agents due to inadequate staffing and structural issues.

In Palermo, the Malaspina juvenile prison is operating with only 9 agents out of a required 51, a situation the regional guarantor warns compromises both security and educational programs. Similarly, the Paola prison is described by local authorities as being in a “potentially explosive” state due to organizational gaps and the failure to increase penitentiary police numbers.

In contrast to these security concerns, some regions are attempting to address rehabilitation. The Umbria Region has allocated approximately 462,000 euros for detainee training and social inclusion programs at the Capanne prison in Perugia. This facility is also undergoing discussions regarding a planned expansion to double its capacity to alleviate regional overcrowding.
