He warned that without proper communication, actions are effectively invisible.

Zangrillo highlighted the need to shed the image of a sluggish bureaucracy, stressing teamwork, clear ideas and openness to change. He listed recruitment, training, merit‑based hiring and the renewal of public‑sector contracts as the ministry’s top priorities. He noted that 20 employment contracts were renewed between 2022 and 2026 and that, for the first time, the 2025‑2027 contract round was launched in its opening year.

Human capital sits at the centre of the reform, with the minister urging a positive work environment that boosts motivation, belonging and service quality. He argued that jobs for young people should be attractive – a "posto figo" – offering training, recognition of results and a good work‑life balance.
