Paraíba reduces partnership requirements for civil society organizations

The State Secretariat for Agricultural Development and Fisheries (SEDAP) in Paraíba has updated its regulations regarding partnerships with civil society organizations. Under Ordinance No. 138/2026, the minimum required existence period for such organizations has been reduced from two years to one year.

This reduction is not automatic and is intended for exceptional cases. The new rule applies only when it is demonstrated that no other organization with at least two years of existence possesses the specific technical capacity, experience, and operational conditions required to execute the partnership. The measure is based on Federal Law No. 13.019/2014, which allows state entities to reduce the standard two-year requirement through specific administrative acts.
