Paradox Interactive announces Victoria 3 expansion

Paradox Interactive has announced ‘State and Revolution’, a new immersion pack for the grand strategy game Victoria 3, scheduled for release on October 22, 2026.

The expansion focuses on the historical depth of the Russian Empire during the 19th century. It introduces character-based Tsars whose unique personalities and traits influence court dynamics and political power. Players can navigate the tension between the Romanov dynasty and rising revolutionary forces, choosing to either uphold the monarchy or support political ideologies and national movements that threaten the existing order.

In addition to gameplay mechanics involving royal favorites and dynamic diary entries, the pack will include updated visual effects for seasonal changes, new historical characters, and various cosmetic content such as new building styles, interface elements, and map skins.
