Paraguay faces infrastructure and energy challenges amid economic growth

Paraguay is navigating a period of significant economic shifts and infrastructure requirements. The Inter-American Development Bank (IDB) estimates that the country requires USD 15.175 billion in investments between 2025 and 2030 to address gaps in transport, water, sanitation, electricity, and telecommunications. The transport sector alone requires USD 6.170 billion, with road infrastructure being the largest component.

Economically, the Ministry of Economy and Finance (MEF) projects a 4.5% GDP expansion for 2026, surpassing previous estimates. This growth is supported by solid macroeconomic fundamentals and a diversified productive structure. However, energy stability remains a concern. Experts warn that the national electrical generation capacity has remained stagnant at 8,000 MW for 50 years. The rise of energy-intensive industries, such as high-performance computing and artificial intelligence, could lead to scheduled power outages during peak summer periods by 2028 if new generation sources are not integrated.

In the energy sector, a partnership between US-based Crusoe and Paraguayan Araico aims to develop high-performance computing infrastructure powered by Itaipú electricity, with a potential capacity of 280 megawatts starting in mid-2027.
